Who We Are
Friends & Neighbors of Pennsylvania, Inc. (F&N) was formed in 2008 with a vision of all neighbors living and thriving in healthy communities. F&N seeks innovative long-term solutions through collaborative relationships to create change by boldly applying best practices and innovative solutions to stubborn problems that hurt our communities and prevent opportunities. Homelessness is a “stubborn problem” – one that is complex, complicated, multi-dimensional, and longstanding. It also requires the collective support of multiple service systems in the community that extend far beyond “housing.”
F&N’s partnerships with area homeless service providers including shelters, the York County Coalition on Homelessness, WellSpan Health, County departments, and many others have led to improved services to unsheltered neighbors since Coordinated Street Outreach began in 2020. Our collective goal is to make homelessness rare, brief, and non-recurring in York County.
Meet Our Team
Robin Shearer
Executive Director
Robin Shearer is the Executive Director and co-founder of Friends & Neighbors of Pennsylvania, Inc. Robin has served communities in various roles including domestic violence and sexual assault crisis intervention, director of youth ministries, coordinated street outreach, volunteer coordinator, and board member for various organizations. Robin’s compassion and dedication push her to do whatever she can to mobilize resources to build capacity and encourage collaboration in order to create system change in the community.
Jamie Stevens
Director of Operations
Jamie manages the day-to-day activities of F&N’s programs as well as all back office functions.
Jory Tobias
C.S.O. Team Lead & Advocate
Jory works directly with our neighbors and behind the scenes on crucial data, inventory management, and new hire/continued education trainings.
Kayan Cross
Homeless Outreach Advocate
Kayan works directly with our neighbors experiencing homelessness and housing insecurity.
Nichole Shoff
Intensive Case Mananger
Nichole specialties include those suffering from mental health disorders and works directly with our neighbors as an intensive case manager.

Resource Center Supervisor
Nick oversees all daily operations of “The Beacon Resource Center” and works with clients and partners to foster a working relationship between our community resources and the beacon.
